Why would you do it if you were not sprinting for something (race, or sprint training?)?

Yes I do it often in races, out of corners it's required sometimes, when attacking, when sprinting for the win etc. when you really go for it the back wheel can skip around a bit on a rough surface!

Another bike handling skill to master - and it might get you to the road sign faster one day.

I've recently been trying the Sphinx - better aero than drops for fast cruising, but requires work to sustain.

I think what he is describing in OP is what I imagine you mean by Sphinx.
