How can a 52cm bike be "set up as a 54cm"?

I think he's a 'Carbon Fibber', as if it's a 52cm, it's not a 54cm however low the bars are

The components can be changed to fit like a 54cm (i.e. seat post & position and longer stem).

Sounds like they're struggling to sell the bike so are opening up the market!
