Tubular tyre sizes...

Hi,
Have just purchased a set of 38mm carbon tubular wheels and am looking for a set of tyres. Have seen some good deals on Tufo's but wondered why are tubular tyres manufactured in smaller sizes than clinchers? Lots seem to be 21 (Tufo's) or 22mm (conti) but I thought 23 or 25 mm were recommended? The rims on my wheels I think are 19mm so they are not the latest wider types if that matters.
