Worked out in Russia for a few months a couple of years ago. All I can say is that this sort of situation is not uncommon.
Road signs don't actually apply. To anyone. The bigger the vehicle you're driving it seems that the less the laws apply.
Place is unbelievably lawless and nobody really seems to give a toss. I'll be quite happy if I never ever have to revisit.

In response to the first statement: Well I read every post in PedalPowered, and I don't recall seeing it. Maybe that's Alzheimer's or maybe it hasn't been posted and reposted here?Have you no shame...?

It's not just vodka, although I think that does play a part. If you watch the "Russian Driving" videos on YouTube, you should agree with me that "speed" is a major contributing factor. They drive flat-out in the most inappropriate situations. Witness the idiots driving through small towns, or in 4 lanes of much slower traffic, or on snow and ice. They are either drunk or have absolutely no hazard awareness.
Also, I'd contend that "driver training" is massively lacking, as is any sense of self-awareness or self-preservation. And do they even know who has priority at a junction? Is that actually written down anywhere, communicated (driver training), or understood? The vast majority seem to think it's fine to plough through a cross roads at max speed without paying any lip-service to the road they're crossing.
Or do people just not give a toss?
It's like the wild west.
