mountain bike shift issues

I have a specialised rockhopper few years old, picked the bike up cheap and today decided to check it over and change a few bits on it. The problem is both shifter more the front one is you push the lever to shift up to middle ring fine but push it again to get the big ring and there is no tension on the shifter till you almost had the end of the push of the shifter.
I have dropped the shifter down to the bottom ring and checked the cable tension and its tight released the pressure and see if the mech would move but nothing. So is the shifter needing changed? Is the mech the wrong one as it should be a LX mech but its not?
Any ideas as iam stumped.

Are the shifters Shimano trigger shift ones? If so, inside the shifter there is a little ratchet hammer. Over time and without lubrication, the hammer seizes up so it doesn't engage with the shift from 2-3 on the front mech (or the shift from 5 or 6 downwards on the rear, depending on how many gears you have). The symptoms are like a 'ghost shift' where the shifter moves but there is no movement on the mech or cable.
The solution is to:
1: remove access panel (if possible, and the shifters are the shimano 7/8 speed intergrated shifters where I have seen the problem many times you can access the internals by removing 2 small screws on the TOP of the shifter, be careful with the screws and use a well fitting screwdriver, they are easy to round off). If not this type continue to stage 2, but it may take a little longer.
2: Once removed: flood the shifter with GT 85 or TF2 über (not WD40) and with a small screwdriver manipulate the small hammer to de-seize it.
3: keep on going up and down the gears until the problem is solved.
If your shifters are SRAM, then there may be a broken ratchet inside, in which case, you will need to replace the shifters.
