I've got a Specialised Crosstrail Elite hybrid bike. At least, I just remembered that I have, and dug it out from round the side of the house where it has spent the last year outside, uncovered.
As expected, there are lots of rusty screws on it, some light corrossion on the front forks and the chain has started to go a bit rusty.
What should I be doing to service it and get it roadworthy again?

Depends where the rusty bolts are but I have rusty bolts on most of my bikes and wont be changing them for a while, even the stem plate bolts are rusty but its only on the surface. Again the chain is probably fine, run it through a cleaner and then apply dry lube, the waxy based stuff.
£30 would get you a new chain and replace most of the bolts however.
