Pump wont get over 85psi

I've got a halfords double cylinder foot pump. Nothing special but done the job perfectly for me the last few years.
I recently changed the tyres on my commuter as the old ones were wearing thin. Old ones were 700x25. New ones are 700x23.
Since fitting the new tyres, the pump will not go any higher than 85psi. It gets there and then you can pump the pedal but can tell nothing is going into the tyre. Theres a lot of resistance right at the bottom of the pedal where it would usually be forcing air in. It's as if the pump just doesn't have the might to push any more air in, but had no issue when the older tyres were on there (100psi + was no issue).
Is it just a coincidence that I'm having this problem with changing the tyres and the pump is knackered or would the change to the thinner tyres mean I need a stronger pump? Doesn't make sense in my head but who knows?
Any advice?

Did you change the tubes at the same time? I didn't think that skinny road tubes came with car type (schraeder) valves, and I didn't think car type footpumps came with presta (road) valves, or the ability to get to 100psi?
I'd be inclined to get a sensible track pump and be done with it personally, right tool for the job, but does sound odd.

Yup, I changed the tubes at the same time. I use a valve converter on the pump so I can use it for the schraeder valve. Never had any issue getting 100+ PSI with is before changing the tyres.I'd be inclined to get a sensible track pump and be done with it personally, right tool for the job, but does sound odd.
What advantage does a track pump offer over a foot pump? Don't really want something that massive if I don't need it.

Honestly never tried using a foot pump. My take would be that they're designed to shift a lot of air at low pressure for a car tyre which requires a lot of volume, whereas a bike tyre is rather the opposite (low volume, high pressure). Might be worth borrowing a track pump to see if that resolves the issue.
I must have had a friday afternoon Joe Blow as mine was awful. The hose cracked and it ended up about 8" long, the base fell off, the gauge wouldnt go past 50psi and the nail in the coffin was the end fitting fell to peices. To replace it I bought a Backburn, Ive had it roughly the sametime as the JB and its faultless. Ive got one of these as well, cracking bit of kit for travelling Lyzene micro floor.
