Rear pannier rack for 650c tyres

The missus has a little decathlon b twin road bike which she wants to start commuting on. Unusually it has 650c tyres. Does this make any difference to the rear pannier rack that can be fitted?
I'm looking at lightweight racks like this

But it's not clear whether it'll fit a bike with 650c tyres. The other option is that I fit a seat post rack but I've always been a bit suspicious of them to be honest. Ta for your thoughts.

Racks are always hit n miss as various things can foul the fitting
That one looks like it should fit , send it bk if it doesn't . Does it only attach by the wheel points? Or behind the brake caliper as well
I have a seat clamp rack as well, it's very heavy but easy to attach. Seems sturdy , but like you I worry about it snapping the seatpost due the one point of fixing!
