Just looked up the regulations, it seems that if a bike is sold fully assembled then it must have both front and back brakes, however if sold as a kit or part assembled, it merely has to able to be assembled with front and rear brakes (and other safety items such as reflectors.)

If I were to knock someone over, regardless of fault, I would be mortified. I certainly wouldn't be playing internet hardman about it whilst someone was in A&E with head injuries.
