Which size kids bike - 20" or 24"?

Looking to buy a MTB for daughters 9th birthday next month but unsure on 20 or 24 inch wheel. She currently has a Specialized Hotrock 16" which we bought her 2.5yrs ago but is now far too small.
Stats: Nine years old next month. Height 130cm (51" / 4ft 3").
Only had a quick look but thinking of a Specialized Riprock 24"
So, should I go for the 24" or would this be too big?

My daughter would have been about that height when she got her riprock 24. Superb bike and she absolutely loves it. A year and a half later she is now 138cm tall and the seatpost has been moved up a fair bit. The 1x9? gearing means she does struggle on long very steep hills but she can cope with beginner and intermediate uphill at our local mtb parks. Obviously gearing can be changed.
