Shimano flightdeck problems

I have the 3300 flightdeck controls on my Giant OCR3 which I bought 2nd hand yesterday, I'm replacing the brake cables and the levers dont seem to spring back properly now whereas before they had a strong return.

The shimano website shows an exploded control unit but I cant see how the return spring fits properly and i'm 99% sure this is the problem.

The diagram mentions a "special" return spring setting tool, is this really necessary?

The return spring has a bend in it which i assume locates in the small hole in the brake lever frame where the spring sits but the other end of the spring doesnt seem to locate to anything so i assemble it all and put the pivoting pin in and it all functions but just doesnt return properly.

Any help is appreciated.
