fitting panniers to my road bike

In a few months I'm going to be cycling from lands end to John O Groats on my road bike.
The bike is a Claud Butler Criterium:

and I want to fit some panniers to it for this ride. It doesn't appear to have the fitting points on the forks, so I assume the only thing I can do is fit the panniers via a Seat Post Carrier Panier Rack.
I was thinking something along the lines of

which seem cheap enough at a little over 20 quid for the two?
The panniers will only be filled with clothes and inner tubes etc, so I would hope the seat post carrier would be able to handle the weight?
I'm terminally skint so am trying to do it on the cheap as much as possible..

The rack and the panniers you've shown don't appear to be compatible and 9kgs isn't a lot of kit. What is going to stop the side bags from flapping around and into the rear wheel?
You don't mention carrying a tent etc... so I assume you're intending on staying in Hostels, Hotels during your 10-day trip.
That being the case, then you can slim down what you need to carry to a change of clothes, toiletries and personal effects. These could be squeezed into a decent sized 'Trunk' bag that sits on top of the seatpost mounted rack, a decent sized handlebar bag and a saddle bag. Topeak have an extensive range of all these bags. A Camelbak like the 'Mule' or the 'Blowfish' would be handy too.
If you choose the correct riding apparel too you won't need much in the way of evening wear.
