No its not its rubbish. I am sure i had something like this on my BMX when i was about 10. Or the cheaper alternative was to lodge a lollypop stick on frame or forks and allow to rub on wheel spokes. Same effect, much cheaper

Crushed coke can wedged in behind the rear brakes, much better sound!!

Used to have one on my raleigh tomahawk when I was about 10. I though I was the dogs danglies, adn me and my mate used to cycle down the road side by side, like we were in CHiPs. Oh happy days.
