WD40 isn't oil, so no it'll keep it dry I guess.
Budget, you can't beat 3in1, gunks up a bit if you're going off road but it'll keep you lubed.
I use finshline wet/dry lubes depending on the season/weather they work well and come off nicely with my muchoff chain cleaner thing.
It's worth looking after, chain wear costs big bucks by the time you have to replace your chain, casset, rings, rerailer pullies etc.

Just started using Purple Extreme, its amazing stuff, it does take a bit of work to apply, the chain must be completely degreased and clean before applying it.
Goes on as a purple liquid and dries to a clear waxy film, chain is slilent and stays on for ages! I'd even go as far to say I've noticed shifts being smoother.
Downsides: it is a tenner a bottle, but it so far its lasting!
