I once read that apart from war - more time had been spent debating the licencing of bicycles and cyclists in the House of Commons over the last 100 years than any other single issue.

Apart from the newspaper article in which I read this some months ago I don't know, or indeed particularly care.

Not enforceable. Crap idea.

If I get hollered at by a fat bobby on a police bike of industrial heft, I'll do one up the nearest bridleway - I'm no Oli Beckingsale/Cav but I reckon I could outpedal a plod!
