Reba SL - Plastic bobbins bundled in with manual etc?

New MTB came with Reba SL forks with remote lock-out, bike spec suggests 100mm travel. Rock Shox manual provided and in the bag with this is a zip tie and two 'waisted' black plastic bobbins or bushes. Hole up the centre.
Nothing in the manual to say what they might be for and it's not obvious to me unless they are some sort of spacers or shimming device to reduce the air volume if a higher rising 'spring' .rate is desired in the fork (just guessing). Anyone know?
ETA - I know the tie is intended as a travel tell tale

All genuine aftermarket Rock Shox forks are 'All Travel' so travel can be set to a point between the travel range of the fork - Rebas are 80 - 120mm.
If they are OEM forks they are set to the travel out of the box and can't be changed, apparantly.
I thought the instructions were in the manual but checking my Reba manual the info isn't there. Which is odd as it's in the Pike manual.
That said there's a How To guide in June's MBUK mag.
