Dollar rate benefitting European teams?

Extending a point made in jest in the thread about Urs Erbacher, I was just wondering if the current weak Dollar will benefit European teams? Now would seem to be an ideal time to stock up on parts, which would presumably help with performance, number of runs and so on? Likewise anyone thinking of buying new cars, even if they don't have any immediate plans to run them. I've no idea how much a season of running costs would be for a pro team, but presumably a 2/1 exchange is a very good opportunity to stockpile?
