The VTEC system will not engage if the oil pressure is low. If the engine has oil but VTEC is still not engaging then you might have bigger problems.

Was the engine run with low oil for a period of time?

Just a thought have you checked to see if the lead to the oil pressure switch is loose or, corroded ?.

check your sump, if its dented the oil pickup will be most likely damaged.
