Can a car originally built as a proper race car such as a Seat Leon Supercopa for example, be turned into a road legal car? If it is at all possible does anyone know for definite what would be involved?

Yes. And it'll be easier with something like a Seat since the basic car has type approval. Things that were never built as road cars (like the Tuscan Challange racers) and have no type approval are more difficult, but not impossible.

There is a thread about this somewhere either here or in the motorsport section. Tempting, but bear in mind rock hard suspension with geometry set for slicks, (possibly) no syncromesh on the gears, on/off clutch, and an engine tuned for full throttle driving.

We Roddisons Motorsport built some mx5 race cars that was road legal and inspected by VOSA as the customers wanted to do the race britania.....

If they started out as type approved road cars then yes, you probably can. If they started out as bodyshells (without series VINs), whether the car was type approved or not, then youre going to find it a great deal more difficult.

When theyre ten years old it may be easier, presuming that VOSA will happily give a car that looks like a road legal car a VIN. If they do then you can MOT it on the new VIN and register it at your local VRO.
