'Knockhill Scrutineering' certificate

Hi, I've just had a e-mail from Knockhill stating that "In 2007 all track cars must have either an MOT certificate or a 'Knockhill Scrutineering' certificate", cost £25.

Is this a Knockhill only thing or is it something that is to adopted across the country in 2007?

Maybe it's to keep the idiots of the track that we've seen videos of on here!!
It is mentioned on the Combe site now that cars must be to MOT standard, not heard anything else though, sounds like a good idea to me!
