To stay in (crap) job at 10 months or go for new job?

Hi all,
Typical issue...
I am in a stable job as a supposedly IT Consultant. However, I am in support due to internal restructuring (just people moving around, not lay offs). My job is not as technical as I'd like, well it generally isn't the same. A million discussions with my manager have occurred with no hope of things changing. I generally get a raw deal e.g. leave not approved, not actually going on site consulting while everyone else is, and
Meanwhile, I have been selected for interview for a job paying twice as much with some more responsibility (this is via a recruitment consultant).
I have been in this current job for 10 months (well past probation), and this is an example of the annoying issue of job hopping when my current job leaves a lot to be desired (or I stay there and let my talent go to waste while I do all in can in my private time to preserve my talent). I really hate this job hopping issue. Leaving one job does not imply I will leave the next and then leave the company to train someone else up, treat me right and give me interesting work to learn from and we will all be happy!
