Redundancy query; allowing for flexible hours

Not me but a large company is in consultation with all staff about redundancy. Part time staff can apply for what will be the remaining part times roles but with different hours in different departments.

Now, if the hours being offered do not allow for such things as being available to take young kids to schools and or nursery, is this discrimation or any form of unfairness to 'working' mums/dads/carers? ISTR there is some legislation about this but can't find it.
