Hoping for a bit of advice on whether there are any top-line minimum requirements are for a consultation period that an employer needs to fulfil?

We've started a 30 day consultation period, and were given the proposed job description, but no details on pay. Currently there are 2 teams, each performing similar functions, but one function is a pay grade higher. Both teams are being combined so that each individual can do both roles and so the new role has been given the higher pay grade.
From an informal discussion with HR, they've said that their priority is getting everyone up to the minimum pay grade for the new role, but that the pay offers won't be ready for another 4 weeks, i.e. after the consultation period!

Is 30 days a legal requirement that they have to fulfil? And if so, can I force them to bring the pay offer forward so it forms part of the consultation itself?
