Any visa experts here?

I have a guy from the US travelling over on Sunday to run a billable project at a customer site for the next 4 weeks. I have already had to delay the project by one week because we couldn't get a visa organised in time. To ensure we had his visa in time for this Mondays start date, we employed a visa expediting service. I have left this to my project co-ordinator to sort out the details.

Today I find out he does not have a visa as this service has said categorically, he does not require one.

He is a US citizen.

Googling this subject seems to say that he does require a visa. Can anyone advise me? He lands tomorrow and my fear is that he’ll be asked what he is here for and he'll correctly answer work. When asked for a visa he will not be able to present one and he will be refused entry.

I'm not going to advise him to lie to immigration.

It depends on what you mean by 'run a billable project'. Who does he work for and what will he be doing? We have people come in from the US to work on software installations, they can't come to do consultancy but they can come to do installations and debugging.
