Covering letter for applications via an agency ?

If I were approaching a company directly I would always include a covering letter. However, in the past, 99% of the time I haven't added a covering letter or message when making online applications via the generic job websites where the roles are advertised via recruitment consultants or agencies. Apart from being a bit cynical about the aptitude of some recruitment "consultants" I suppose my reasoning is that it will never be passed on to the employing company so what's the point...
It doesn't appear to have a had a detrimental impact on call backs, interviews, job offers etc to date but I just wondered if I was missing a trick ?
