PLC Programming/Control & Industrial Electrical Staff

The company I am working for at the moment has been looking for PLC programmer/control engineers and industrial electrical/electronic engineers. It's a small company so we are looking for people who are adaptable and can get stuck in rather than specialists in any one area.

We have used an agency to seek staff so far, but with limited success. Can anyone who works in these kind of roles suggest where would be best to find staff/which agencies they've had success with in the past?
