Me too! Waiting for boss to get in.
Personally, I preferred having a signed contract in the post back to the new company as security. If possible, I'd wait until the contract is signed otherwise it's just a draft (I think, I'm sure Breadvan72 will be along soon to show me up as a knowlessman and a jigglypuff).
Anyway, I'd say value the future over the past: wait until the contract's signed and countersigned, even if you need to squeeze your notice up on the old company.

It doesn't matter that it is unsigned by you, after all you could just sign it. But that it is unsigned by the company making the offer is more serious.
Why isn't it signed? prepare contracts of employment, then I give them to my CEO to sign, no - one joins without his signature. He usually asks a number of questions. Is it in budget, what are we paying, who interviewed them, what feedback do we have etc
On a couple of VERY rare occasions we have had to jump a couple more hoops to get the thing finished.

Although I haven't, my missus handed her notice in 3weeks ago, 1 more week left until she starts a new job ad contracting too. She too waited for her new job and contract to be signed and ok'd before handing it in.
She's been treated like garbage though ever since and is almost ill with stress from her boss's bullying because of her leaving but heyho, one week left

I would never call you unknowystuffy or a jigglypuff! Sometimes a contract has already been formed before it is documented (offer and acceptance and all that blah), but I agree that, when it comes to jumping out of one ship, aiming to land in another, it is generally prudent to have everything signed up first. Splashing down in between the two ships, unable to climb onto either, could be a dampening experience..
Most people who tender their resignation and receive a counter offer are out of the company within a year. What are your reasons for wanting to leave? If it is purely money then consider staying but ask yourself why they didn't pay you the going rate in the first place. Anything else then stick to your plans.
