I'd guess that unless your wage increase was less than the inflationary increase then you got it in your wage increase. They almost certainly set the date of your pay review to fall in line with the company pay increase.

The level of you pay rise was agreed 13 months ago, and you signed up to it.

What happens elsewhere in the business is kind of irrelevant. If you colleague got a pay rise or promotion, would that bother you.

What percentage did you agree back when you signed?

Left field question now. Are you being paid, MORE or LESS, than you think you could get elsewhere with a level of job security you are happy with?

If MORE : STFU
If LESS : Offer your services elsewhere.

The usual way of doing the later, is to have a meeting with "them" who decides your pay. Explain that whatever was agreed, or thought was agreed, is largely irrelevant, and you'd like to be paid £X because....lots of great things about your work...
When they say NO, find another job and if they seem surprised remind them of your previous conversation.

Ah, the mistake you made is not negotiating exactly what you are worth from day one. Once they've screwed you around for a year, they think they've got you.

I speak from bitter experience of a number of job moves over the years where carrots were dangled.

- The worst was a 10% increase on my starting salary, after 6 months of 'satisfactory performance'. Apparently my average (ie satisfactory) performance, was not enough bad for them to start dismissal procedures, but low enough not to pay my increase, but good enough that they wanted me to project manage (which was a couple of steps higher in promotion terms) a factory move of one department to the far east, and on my successful completion they would review it again. It was before internet job hunting, so Thursdays telegraph and 'the engineer' were carefully read, and eventually I moved. except they seemed surprised. Weird.
