Strange situation.

One of my colleagues has had a request from a new member of management that seems very petty.
Said colleague always wears a beanie hat. He doesn't look like the great unwashed, fairly well presented but not a trendy in any way. He has 5+ years service in his role, never had any issue, performs in his job very well and hasn't unsettled the boat in anyway.
This week he's had a request from a new operations manager to remove his hat whenever he is in the building and when he goes into meetings with clients to remove his piercing's (a couple of very inoffensive spacer earrings).
This request was first aimed at his line manager (who is technical MD of the company) who just laughed it away, the new OPs manager is now going directly at the employee with this request.
Is our employer aloud to demand this? He's not up for rocking the boat but we are unsure if he needs to comply with such demands.

Depending on the role I certainly would not like my client facing staff to interact with clients with spacer ear rings and a beanie hat.

It is a client facing role, but only to other technical peeps at the clients company.
The new Op's manager has ruffled alot of feathers... I mean a lot. 4 Employees with 20+years service and a handful of others are leaving at the end of the month because of how this new manager is going about his work. (One of them employees being myself)
I will consult the employees hand book tomorrow with regards to company policy. I will be amazed if there is anything regarding clothing. It's not that sort of company. (No uniforms or ties.... unless you're a Op's manager or Finical director with you head up your arse)
Personally, wouldnt care - I've taken techies to meetings who've been wearing shorts and Docs. We met with CTOs and senior managers of tech companies. No-one batted an eyelid, didnt lose any business over it. I'd rather have a slightly weird techie who was awesome at their job than someone s

Pretty much what I've had with everyone I've spoke to about this, seems to be a real split in opinion.
The guy still wears a shirt, trousers and smart shoes. As I said, he isn't the great unwashed. His earring spacers are very small (5p size with a very small hole).
I've consulted the company handbook. There is very little towards dress code outside our site lads (Boots and Hi-vis clothing bla bla bla). Company wide there is no dress code for office staff, but people still dress smart. (apart from dress down fridays).
Just seem like to me it's the new OPs manager trying to force his own opinion onto every department.

Yet wears a beanie hat at all times? Perhaps the new manager is taking a more polite approach than simply telling this guy that he looks like a tt.Office staff often don't have a dress code. But office-dress is widely accepted to be shirt, trousers and shoes. Ties and suit jackets depending on the place, but a f
