The placement would have involved a gap year making the hourly quota irrelevant.
His course specifically allows a placement to be undertaken as his student visa also holds no restrictions.
Why invite him to interview and put him through the selection process which he was succesful at only to tell him he isnt eligible.

Depends. If the engineering firm worked in the defence sector, the US ITAR regulations make it a world of pain to try and get someone who isn't a UK national onto the books.
I would still refer you to my previous comment. If this had been checked from the off then it could of saved everyone involved a lot of wasted time.
