Wife finding it hard to get a second reference

Hey guys,
My wife is looking to change job and one of the questions they always put on the forms is two references.
One has to be her manager, no problems there.
However her second one has to be a professional that is not a colleague, friend or family member.
Normally you would put a doctor down but her old surgery has become privatized and she hasn't even met her new doc yet.
Any ideas? We have recently moved house and have had a lot of contact with our estate agent, all they will be able to say is that she is polite and always on time etc.

How long has she worked in her current job? why cant she get a reference from her previous employer? references from anyone else are usually only accepted when people are in their first job post university / school or where they have been in their current job for a huge amount of time.

In that case then usually I would ask for a reference from not only her current manager but a previous one too, Failing that I would be pragmatic about her position and I would accept one reference. Has she been refused a role due to lack of second reference?Tell her to buy 2 things off ebay from me. I will glady state that "I have had numerous business transactions with xxxx and have always found her to be timely in financial matters as well as courteous and highly professional. In my experience I have no hesitation in referring xxxx as of sound professional character."
