Recruiters Asking for Photo ID

It's been a while since I last changed jobs - but I don't recall ever being asked by a recruiter for photo ID (passport or driving licence offered as acceptable forms). I assume it's something to do with them showing they've checked people are permitted to work?
Is this normal practice now? I'm not in the habit of sending off this type of document without a good reason.
ETA - This is after I've accepted a new position, and my new employer has obviously asked for similar documentation (which I'm fine with).
