Dubai. Construction. Limited experience.

Evening all.
So this is a thread I've been considering starting for a while now.
Basically, I think the time is right for me to venture out and spend some time working abroad and for a number of reasons which I won't bore you with, Dubai is high up on the list.
A little about me:
BEng. Mechanical Engineering with Business Finance
MSC. Construction Project Management
Three and a half years experience working in Infrastructure (Roads) as a Commercial Manager (client side).
Any tips as to how I can go about getting a job over there?
The usual searches seem to throw up jobs which require 10-15+ years of experience which I obviously don't have! But I know there are people my age and younger working over there, so there must be a way in!
Also, to add, I'm not averse to changing fields or working in a related field - whatever gives me the opportunity to get out there. The way I see it, I'm still young and have no real ties here so have the freedom to move about now which I may not in a few years etc. Also, with Dubai winning the 2020 world expo, all the news agencies are commenting on the significant spend on construction in preparation. This has got to be the best time/opportunity right??
Any help would be much appreciated!

I can't see his telephone details and LinkedIn doesn't seem to want to let me message him. I have the option to connect, however only if I 'know' him previously - what's the 'etiquette' in such situations? Shall I just click the 'We've done business together in the past' option even though we haven't but on the basis that we most probably will? Unless you could 'introduce' us as they call it in LinkedIn speak??
