Just wondered if there is anyone on PH who has to complete PQQ (Pre Qualifying Questionnaires)
It is a regular part of my job, but at times I wonder if such an important duty should be undertaken my a mere (under £20k) admin clerk?
What position do other PQQ completers hold?

Yes - have been working on one this morning.
Slightly higher grade than you by the sound of it - classic middle management! - but the consensus is that PQQs are such over-complicated and time-consuming documents (with relatively little chance of success and constrained margins even if you are successful) that you want to delegate as much of the 'standard' questions as possible to those further down the chain in order to avoid tying up too much resource.
After a while, a lot of the information is available 'off the shelf' from previous submissions but the commercial aspects are always prepared by someone suitably experienced and we would never put a PQQ in without having it reviewed in its entirety by the project sponsor. Too easy to fail if the attention to detail is sloppy.

I recently was part of a team evaluating PQQs for a major contract for our housing association. We(team of 3) unanimously agreed to reject 5 of the 12 potential tenderers. All 5 of the rejected PQQ's had quite obviously been completed by low level admin staff using stock answers and platitudes. Too many organisations seem to consider these a simple box ticking exercise. The other 7 had obviously had thought and effort put into them and at least 3 had been completed by someone who knew their business inside out. Possibly coincidentally, the best of these 3 went on to win the (multi-million pound) tender.
PQQs should be, in the main, box ticking exercises. Their purpose is solely to ensure those brought forward to tender submission are qualified to do so, and 80% of qualifications generally pertain to financial, legal and HSE matters. A given company's suitability for the job at hand then makes up the remaining 20%, using what can be the last opportunity to ask a backwards facing question prior to tender stage.
Tender submissions, of course, shouldn't be box ticking exercises.
OP, in answer to your question - first thought would be that yes, that seems quite junior. That said, I'm on a graduate scheme and I write PQQs, draft contract documentation, evaluate responses, ultimately make the recommendation etc., so it depends on your company (and you!)
