IP/Trademark Administrator, Am I being strung along?

Applied for an IP/Trademark Administrator job the other week. It was advertised through an agency which I hate as recruitment agencies tend to be dodgy. Anyway I met with the woman from the agency who told me all about the position as well as one below the one advertised which was for less money but I said I was only interested in the advertised one.

She then phoned a few days later saying the I had a phone interview with the chief of staff who is based in England (i'm in Scotland) which I had today during my lunch break which I think went well and she said that the woman who I presume would be my boss is going to phone me during next week to talk more about the role in depth however she ended the call by saying if after the coming phone call i'm not interested anymore then just to drop her an email letting her know.

So now i'm wondering if it's a really terrible job that they're trying to dress up as a good one or from the very beginning they were wanting to put me forward for the lower down position that wasn't advertised and are just messing me about to put me off now???
