Just checking up but the wife's school have just said that they will no longer allow part time working for new requests, but those currently doing part time will be allowed to continue.

Is that allowed?

Depends on who makes the request. There are situations where an employer is required to consider such a request, therefore a statement that this will not be considered could cause them an issue down the line.

Is your wife looking to go part time?

Not at the moment, but in time it might be a consideration.

All reasonable requests have to be considered, but not necessarily agreed.

My wife is a teacher and has worked part time since the kids were born (eldest child is 8).

Last week she was told that the 'Trust' that her school forms part of is changing to an academy and that there will be no part time roles. If she doesn't want a full time job then in 2018 she will be out of a job (as a teacher) or can be a part time classroom assistant.

Can an employer change terms in this manner and say if you are not happy with the change you are free to resign?

Once it's an academy it can do what it likes - chances are all contracts for teaching/non-teaching will be transferred to the new academy owners. Once a school is an academy it doesn't even need the teachers to be qualified. It'll happily replace expensive M teachers with unqualified newbies.
