Do everything for basic pay?

Been looking at some job descriptions for "Digital Marketer" in a "Digital Marketing company" and very shocked to see this.
You would think this role is the most important and from my experience it is given the job description.
Yet everyone else in the company...almost including the receptionist (£15k), is on a higher wage.
£18k a year for the critical role in the company...
Are employers taking the piss?
It's like..... going to work for a hospital and the surgeons get 18k a year and the nurses all get £40k a year...you never see that, so why does this occur in the digital world?

If you look at the other job they have... SEO Director...over 2x the pay, however according to the roles the DME will be doing, that's basically the SEO Directors job.
You would think this role is the most important and from my experience it is given the job description.

It’s a junior role. The ‘executive’ part suggests it’s a sales focused role, not that you get an office and 318d in poverty white. You won’t be forming long term strategy, and you’re not expected to have too much autonomy being mentored by a manager.

And herein lies the lesson that we all learn at some point, that if the workers at the bottom of the chain didn't do their job then a company may fail, that doesn't make them suddenly worth more than those managing them.
In many places i've worked with, you could stick as many digital marketeers in a room as you want but without direction nothing will happen apart from some farting and scrolling through facebook.
The worker who installs the brakes at a new car factory is "one of the most important" but isn't paid a CEO salary for a reason.

I work in Digital Marketing, and starting salaries are pish - mainly as their is a lot of competition from recent grads - especially agency side.
It's also one of the reasons why there is such a high turnover in the industry. I don't know the figures for my current company, but at my last one, I think the average time in post was 14 months.
That being said, you can move up the pay scale relatively quickly and are likely to be highly in demand if you're any good at it.
