What recent, personal experience do you have re: police staff positive discrimination? Personally I think the specials is a great idea. It opens your eyes to it. Any suggestions?
If you have a look at the forces website, it should say what is needed.
It is going down the degree route. Either you need one when you join, or you work towards on during your probation.
You can apply for both specials and PC at the same time. It's a long process for PC (I applied in 2017 and still not started).

I think if you have worked within the system for many ears you hear whispers and are aware of policy.
I am not saying any white male applying would be discriminated against, But I do not think it is a secret that ethnic minority applicants would be far more likely to succeed if they are good enough, over a white male one.Nothing wrong with that per se, merely pointing out that applying for the police is perhaps not as clear cut as you might think
