There are a couple of changes which I think benefit some people on here including the date on payroll has now been advanced to 19 March

However there is a change in relation to agreements to be on Furlough where this must be in writing (at 6.7) . If anyone has just been verbally told, contact your employee immediately.. An email agreement will suffice though.

It still mentions about being in employment by 28th Feb - is that right ?

Correct, you will have needed to have been in employment on or before Friday 28th February for your employer to be able to claim through the government scheme.

That doesn't mean you cannot be furloughed, and it doesn't mean your firm can't pay you, just that they won't be able to claim the cost back for doing so as they can for anyone before 28th Feb.

Damn, I started on the 2nd March.

Although I did fill in paperwork and join the job agency on the 28th Feb scratchchin

Well, its worth following that one up, if you are employed via the agency to work at the site, then it is possible that your start date with the company was the 28th even if you didn't set foot on site until the Monday morning.

Talking to somebody else they state that you just have to be on the PAYE system by the 19th March. (Use to be the 28th Feb).

So if I started work on either the 28/2 or 2/3 makes no difference ? My first pay slip was paid on the 13th March which I paid tax and NI on.

Not quite, the Employer must have the PAYE on 19 March

3.2 The employer must have a pay as you earn (“PAYE”) scheme registered on HMRC’s real time
information system for PAYE on 19 March 2020 (“a qualifying PAYE scheme”).
