Voluntary Consent for access,transfer and processing of data

My new employer has asked me to sign a document so that my personal data can be shared with other organizations.
Subject: Voluntary Consent for access, transfer and processing of Personal Data
I hereby voluntary grant my consent to XYZ. (“the Company”) for holding and processing
of my personal data (ordinary and special data, including personal number and salary) provided by me during the
course of my employment, including but not limited to administering and maintaining personnel records, paying and
reviewing salary and other remuneration and benefits, undertaking performance appraisals and reviews, maintaining
sickness and other absence records and making decisions in relation my work.
I hereby voluntary grant my consent for transfer & processing of my personal data as stated above in para (1) with advisors, law firms, other agencies, such as pension providers, medical and other insurance providers, potential transferees, payroll administrators, background verification agencies that provide services to the Company, as well as various regulatory authorities or as otherwise required by law, whether within or outside The United Kingdom.
I am happy with the first paragraph but not the last one as it doesn't say which regulatory authorities.
As per the subject it is a voluntary ask, do i have an option not to sign it?

You don't have to sign it but would be in your interests to do so as the organisations referred to will mostly be as much for your support as the company's.
Its an offshore company who has a history of data being stolen. I am happy for them to use it for job purpose or share it with anyone in the UK but not outside.djones123 said:

I always change it to authorities having jurisdiction, and initial, my current employer is an American group, but I'm employed in Sea by a subsidiary and paid out of India, I specifically withheld consent for them giving information on me to US Irs, they accepted the amendment,
