Voluntary Redundancy - limiting year of service

Hi all, would it be possible for someone to point me in the right direction, to find out more about the basis of voluntary redundancies please?
My mother has been working with a retailer for around 30 years, however she is now in her 70's and has been given the option of voluntary redundancy. Although she would like to accept this, it's capped to 21 years service.
I'm going to assume that there aren't many other members within the company that have given 21 years of service, let alone 30, so is there a way that she could have a chat with the powers that be, and see if they are willing to make an acceptation? Or does this not happen in the world of VR.
The offer is all rather recent, and she's yet to receive the terms and condition of VR, but are the T&Cs normally set in stone?
