What are your techniques for colleagues who won't shut up?

Tell whoever is leading the meeting to get a grip & control your colleague. It's his job to run the meeting effectively.

Is this person's line manager present on the calls? If so, I would have a word and sound out the manager about this person's disruptive behaviour. In turn, encourage the manager to "have a word" about their conduct on calls.

Do it in a professional and non-jokey manner so it cannot simply be laughed off.

OP seems to have done a runner.

But maybe this person is working at home and missing the social interaction of the office. There may be more people who feel like this.

We've had a social one hour call 4pm on a Friday since this all kicked off. It's not prefect, but it is a forum where people who miss that social interaction can join with a beer for a chitchat.
