Positive Covid test at work. Negative NHS test

So here's one to discuss. Every Thursday, our work does free covid testing. Not sure what company it is or who it gets sent off to. But firstly, you're not required to put the swab in your mouth which I find bizarre, only up the nose. Now, a work colleague has tested positive via this. And been told by work to have 14 days off of which due to being agency staff won't get paid at all. Hes then done an NHS test 2 days later and it came back negative. But here's the kicker, hes not allowed to return to work until the 2 weeks is up. Is this odd behaviour by the managers? I only say that, as they've cut hours right down and sacked a lot of people in order to save money recently
