If you were a junior-ish front-end or full-stack (PHP) developer, where would you be going to look for a job? Would you be using recruitment agencies, or browsing job listing websites and LinkedIn?

Emphasis on LinkedIn. This seems to be the most active place for IT jobs now. Configure your job search on there. If you don't already have a profile then build up a good one as this is the first thing the recruiter will see. Go hunting for people in similar roles and read their profiles to get an idea, then make sure yours is more attractive.

Then start connecting with recruiters and responding to postings in there. Some are traditional agency recruiters, but there are also in-house recruitment folks on there who don't want to pay agency fees.

Change your LinkedIn status to 'Open to Opportunities' .... this can ONLY be seen by recruiters, agency and in house so no reason for your employers to know unless they are monitoring the workforce, this is quite rare.

Thanks for the replies. To clarify: I'm recruiting smile
I wondered whether there are some places where the young 'uns hang out that I, as a decrepit old hacker in my 40s might not be cool enough to know about!
