Moving to the US to start a business

Hi all - my friend Phil wants to know how easy/hard it is to move the the 'ol USofA to set up a business. He's got two UK based partners and enough cash to set up and employ a couple of Americans, too.

Talk to the Embassey, you have to write a business case and get it approved by them, they will then grant visa's etc.
I think you need a good stack of cash, like $500k or more etc.
