What would you do?

chaps, I have a dilemma..
Joined my current role as a trainee with a basic salary of 10k (plus whatever commission I earn, which naturally is greater than the basic most of the time like most sales jobs). They said that after 6 months it would be put to 15k like the rest of the sales staff, this was when they deemed me able to do the job and fully trained, fair enough I thought, this is a new industry and there is a lot to learn (car sales).
So it got to the 6 month period around xmas, and I brought the subject up, only to be told that now I had to pass a week long BMW training course in order to get the rise on my basic (all the while selling very similar, or outselling some of the people that have been there many years and already were getting the decent basic, and had been for years), so I do the course, and pass as expected.
Get back in the office and bring it up again, my manager then proceeds to nit pick some papers from my files that have not been fully filled in (this is very common amongst all staff, and we backfill a lot of the paperwork, as its just crap) and saying how can he go to his boss and ask for it if this wasn't happening..
Fast forward a month (have made an improvement on paperwork for the sake of this rise, now far more thorough than other members of staff) nothing has changed and he has said he has let the relevant people know (i.e. his boss), nothing has happened in over a month since.
He said today he wants to chat to me, like a review to see how I am finding things, and if I had any concerns. As last time I told him "you're constantly changing the goalposts, its ridiculous, I am not impressed" and then left the meeting, leaving me with a bitter taste in my mouth about the whole thing.
I suspect he knows I am not happy about it and I am actually pretty bored of the job anyway(half looking for something new), I am man of principle, and am half tempted to put it on the line, if they are not happy to increase the basic then they can expect my letter of resignation with a weeks notice as per my training contract on their desk first thing in the morning(that'll teach 'em to not give me an official contract that stipulates 4 weeks notice

ked about, especially when its my pay that I work stupid unsociable hours for.
What can I do, should I go with the above and tell them its now or you can poke it? Why should I work for 5k less than my colleagues that perform the same, and especially as I have been verbally promised this many times..?
Quite annoyed with it all really, and a quote from someone on here sticks in my mind, it is to the tune of "the minute and employer starts trying to mess about with your commission, its time to move on"

It's obvious that your manager is taking the piss. Don't take it personally, it's his job to keep your salary down while getting the most out of your work. It's a company philosophy, and some people believe it helps to get more margin.
I'd stop losing thoughts on this, and look for another job while enjoying the comfort of still being paid. As soon as you've found a better, hand your notice in. One week will be OK for the new job to wait.

Never throw a job without another to go to, particularly at the moment. At interview for another job it looks dreadful if you have done that and even if you don't say that's what happened it is still likely they will find out from your previous employer.
Head down, look for another job, then leave on good terms, you never know when they will be useful to you. It's all about looking out for yourself, getting in a strop with them won't change anything you are the only one that will suffer.

recall old boss giving me a badly protected spreadsheet which copied via ctrl -a
my copy then had everyone's salary in plain sight, asked him about it and he hit the roof.
his protege then made the comment that anyone working at the place who was on less than £20k was a muppet as we were all on the £23-25k region, mostly true, as a couple of the girls realised they were the only ones on £17.5k and all hell broke loose
girls asked for more money and soon left, the lads had to do real work for a change
