NVQ's while not employed

I have been trying to get an nvq in rigging but I keep being told I need to be employed. I have been unemployed since the turn of the year and cant get on a site now because I dont have this. I worked for a company who didnt give us anything or pay for any courses for any of the men.

I have a CPCS, Safety Passport, Slinger/Signaller and harness certs all paid for by myself but the nvq seems to be what companies are after now.

Is there any way to get it although I'm not working.

Could you not see about asking a local company to sponsor you at no risk to them?

Maybe offer to work for them at a reduced rate or something similar for the duration of the course and you pay for the NVQ?

I have already tried this with the response being sorry but no. The worst thing is it doesnt actually cost anybody anything at all.
