According to people who know postmen, they are in a hurry to finish their shift early... in order to get home early. Or they may do RM a favour and go back to the sorting office aftwerwarsd... for overtime. This can be before their shift (the time that they are paid) finishes.
I can only go by what has been discussed in the thread, but it seems that the posties are not happy with having their overtime cut, or working their complete shift.

Or...- Not allowing time for the postie to go from the sorting office to where his round starts, and back (up to 40 minute walk each way), requiring him to do unpaid time.
- Providing broken equipment, and not fixing or replacing it when reported. A knackered trolley is hardly fun up a steep hill.
- Expecting them to lift weights over HSE limits (trolleys into back of van)
- Expecting min wage agency staff to work a second shift without pay.

tty bits, but when an organisation makes a big deal about not working a full shift, and expecting Job and knock as standard practice, i.e. letting the rest of the world believe they are on a cushy number.
