Redundancy - Does this stand?

A friend of mines workplace has announced that all members of staff will be on a consultancy period of redundancy. Their workforce will be cut to around 75%, so there will be a number of redundancies.
He told me that he was called into the managers office before the announcement and told that they want him to be part of the future team and that his position is safe.
1) Can they legally do this, isn't there some sort of 'points scheme' they have to do?
2) How would this stand up, if he were to then be made redundant?
I'm sceptical because I've told him to look for other options, just in case, but he seems to think his position is safe. I'm thinking the employer might just be worried that he could p
s off next month, when they need him for 2-3?
It is perfectly acceptable for there to be safe and at risk positions - this is all dictated by the requirements of the business. He told me that he was called into the managers office before the announcement and told that they want him to be part of the future team and that his position is safe.

Few years back when i was doing night shifts the company i was with decided to make some redundancys they assured us on the night shift that we were safe as it was far more efficient than the day shift( 2 blokes running 7 machines on nights as apposed to 5 blokes running 7 machines on days). So after 2 weeks redundancy day arrives union rep comes down the shop floor says the management want to see the night shift "but dont worry it wont be anything bad" he says. So we walk upto the office to find out that the night shift is being scrapped and we are all being made redundant!
so the motto is trust no one especially union reps and managers!!

It happened to me - company was being sold off and to cut costs all the divisional HQs were consolidated at the coporate HQ in Sweden. Notice was given to the UK employees and as everyone was walking out to go home I was called in to my boss's office.
He told me that I was needed and not to worry - true to his word I was offered a expat contract to go to Sweden with them. I didn't actually take it for other reasons, but stuck with them for 6 months while I set up a new team in Sweden and interviewed my successor etc.
Tell your mate it can happen, but be wary at every step and cover his back - I did even though it was working well.
