You could try Portakabin, I think they are quite big in york.
Again, not sure about the age thing, thought a National Insurance card was required?

Looking at the direct gov website, it looks like you have to have it arranged through your school

Most car manufacturers run their own apprenticeship schemes and have links on their own websites.
